| Our Tournament Chair Uncle Sam has a special Scramble up his sleeve for Chinese New Year called "SMOKERS." This format is played with a team of ABCD players and uses the three best net balls per hole. The strategy (and the fun) comes into play because each player can have 1 Mulligan, 1 Throw and 1 Kick. Think of all the possibilities! See you there.

| First of all, I want to thank all of you for the opportunity to serve as President of the Los Angeles Chinese Golf Club and for providing me with a great team of Board members and officers with whom I look forward to working with on your behalf. (What can I say, the Vice President is the Mrs!)

| Our main goal for this year is to increase weekly participation. We will try to accomplish this by creating a fun and exciting atmosphere. One thing in the works---Tournament Chair Sam Chiang has decided to pay out all Scramble Tournaments in CA$H on the day of the tournament. He has also designed a variety of Scramble formats.

| We ended 2002 with a free round of golf for anyone that played 10 rounds during a specific time frame. The Board has allocated funds to do this again. Don't miss out.

| Our Webmasters, Tony and Greg Chau have taken the solemn Webmaster vow to update our website every month. Tournament results will be posted each month to allow for timely boasting rights.

| If you have digital photos (of golf, of course) you'd like to share, email them to Tony and Greg for inclusion in the website. If you have golf clubs or equipment you want to buy, sell or trade, let the Chaus know and it can be listed on the Website. If that putter just won't make those two-footers or your driver insists on hooking the ball, get rid of it. (Maybe it'll work for another golfer.)

| CHRISTMAS PARTY
|
| The Christmas Party brought out about 100 golfers, friends and family to eat, drink and be merry. Santa took a well-deserved rest this year and a Reverse Draw was held instead of the gift exchange. There was a prize for each person in attendance with the most valuable gifts saved for last. The excitement built as the last presents were reached. The top prizes were a driver, dinner for ten at the Empress Restaurant, and a pitching wedge. The Club Champion Trophy for 2002 was awarded to Bing Wong. The Dave Wong Memorial Award for the most improved golfer was earned by Frank Louie. Payouts were given out that evening to winners of the Monthly tournaments and scrambles held throughout 2002.

| Please invite friends and acquaintances to join us for golf on Sunday. We are fortunate to have a "home" course with a standing time and would like to share our good fortune with others. Two prospective new members who are getting in their required six rounds are Lester Young's wife, Betty and Darren Jung's father, Gary. Say "Hi" when you see them and make them feel welcome.

Several Scramble tournaments have been scheduled for this year. These wild and crazy formats give us a chance to play as a team, strategize and have a bit of fun. Tournament Chairman Uncle Sam has some unique formats in store for you. To make the day more enjoyable, we will be sending out an explanation of the format and rules prior to the tournament so we don't all hang around the tree reading and re-reading the posting that morning.
NEW POLICY: $CRAMBLE payouts will be made in cold, hard cash right after the tournament so relax after the round with a cold drink and wait for the day's results.

| %LAS VEGAS TOURNAMENT%

| The tournament was held Oct 31st -Nov 2nd and we had a turnout of approximately 100 golfers. Chairman Sheriff Allen worked hard to insure everyone had a good time. Payouts were made for play on Friday and on Saturday to accommodate those who could only make it one of the two days. Prize money was distributed to those who brought their "A" game. Tony Chau and Dave Thom ran a Field Pari-Mutual Betting game on Saturday's play. For a $2.00 bet you could win over $400.00 in cash. It was so exciting that it will be implemented into our Memorial Day Tournament. Come out and get involved.

| Next year's Las Vegas tournament has been scheduled for Nov 7 and 8. Please note that the date on the Schedule is incorrect. This year, to add a challenge, two different courses will be played, Wild Horse GC on Friday and Las Vegas National GC on Saturday. Mark the date on your calendar and plan to be there. More information will be available as the date approaches.

We had a good kick-off Board meeting last week regarding the budget for the year, club issues and the direction LACGC will be taking. As a result, we have set the following goals for the coming year and the Board members will be forming committees to explore ways to reach these goals:
- Solicit new members
- Increase members' participation
- Promote club social activities
- Enhance website capabilities.

| The club offered one free round of golf to anyone who golfed at least ten rounds during the months of Oct, Nov and Dec. The following golfers showed up ten times in rain, sleet, snow (I'm kidding) and dark of morning: Bob Bennett, Kellogg Chan, Tony Chau, Sam Chiang, M.K. Chuck, Dave Davis, Hank Fong, Danny Ho, Jack Jung, Jean Lee, Steve Lee, Ed J Lew, Frank Louie, Joe Loy, Andy Shieh, Dave Thom, John Wong, and Victor Yoshi. Your free round will be on Feb 2. Congratulations!!

| The Board has designated funds to "do it again." Anyone who plays 10 rounds during certain months will get one free round. We will keep you posted when the clock starts on this special offer.

| HANDICAPS
|
| Last year, in response to some golfers' comments that the same golfers were winning monthly tournaments all the time, the tournament chair was authorized by the Board to implement stroke reduction to handicaps based on Royal Vista tournament scores. (This also led to some golfer's handicaps being increased for tournaments.)
|
| This action brought up issues regarding the formula and T-scores used to calculate the "new" handicap and the way it was communicated. The Board took action and asked Joe Loy to look into the matter.
|
| Tony Chau and Joe Loy have researched the issue of extremely low tournament scores and found that the SCGA and the USGA has a handicap process that can be applied to such situations. The ruling (10.3) address 2 tournament scores with differentials that are both at least three strokes lower than a golfer's current index. Exact procedures and parameters for calculation are explained below. Our club will adopt this SCGA/USGA handicap process so our handicaps will be consistent with SCGA/USGA policies.

- 3 factors to determine the qualification of handicap reduction
- 2 T-scores, both with differentials that are at lease 3 strokes lower than current index.
- Current SCGA index
- # of eligible posted T-scores and expiration (12 months)
Differential = (Gross Score - Course Rating X 113/Course Slope
- If there is a member of SCGA that has 2 T-scores with a differential =< 3:
- Calculate the average of the 2 differentials
- Subtract the above result from current index
- Use the above differential to look up Table below
- Stroke deduction notification reports are sent to Handicap Chair monthly.
- Table for strokes reduction based on average of 2 low differentials in relationship to # of T-scores.
